After gathering the evidence you need, you can apply for your Certificate of Eligibility (COE) in the following ways.

To get your Certificate of Eligibility (COE) online, please go to the eBenefits portal. If you already have login credentials, click the Login box, and if you need login credentials, please click the Register box and follow the directions on the screen. Apply through your lender:
Most lenders have access to the Web LGY system. This Internet-based application can establish eligibility and issue an online COE in a matter of seconds. Not all cases can be processed through Web LGY - only those for which VA has sufficient data in our records. However, Veterans are encouraged to ask their lenders about this method of obtaining a certificate.

Loan Program Overview
A VA loan is a mortgage loan made by an approved lender and guaranteed by the Department of Veterans Affairs. They are made available to eligible veterans, those currently serving in the military, and, in some case, their spouses.
VA loans are unique from some other loans programs because the federal government guarantees a portion of the principal. The Department of Veterans Affairs guarantees a part of the loan amount which allows veterans to obtain a loan with a very small down payment or, for loans less than the conforming loan limit, to obtain a loan with no down payment at all.
The processing of qualifying for a VA loan is very similar to that of other loan programs, but a veteran must also be eligible through an affiliation with the military.
